A member of the National Assembly, Hon. Yusuf Adamu, has sparked debate after reportedly opposing the rehabilitation and reintegration of terrorists, bandits and kidnappers into society, arguing that those responsible for violent crimes against innocent Nigerians should face the full weight of the law.

According to the lawmaker, individuals involved in terrorism, kidnapping and banditry have caused immense suffering across the country, leaving thousands dead, displaced and traumatised. He contends that efforts to rehabilitate such offenders risk sending the wrong message to victims and could undermine public confidence in the justice system.

Supporters of the position argue that many communities devastated by violent attacks continue to struggle with the loss of loved ones, destruction of property and economic hardship. They believe that reintegrating convicted terrorists and kidnappers without adequate justice for victims may be viewed as rewarding criminal behaviour.

Other arguments raised against rehabilitation programmes include concerns about public safety, the possibility of reoffending, and the difficulty of rebuilding trust between former perpetrators and affected communities.

However, legal experts and human rights advocates often note that criminal justice policies must remain consistent with the law, due process and constitutional protections. They also point out that governments around the world have used various approaches—including prosecution, imprisonment, deradicalisation and rehabilitation programmes—to address violent extremism.

The comments by Hon. Yusuf Adamu have added to the ongoing national conversation on how Nigeria should respond to terrorism, banditry and kidnapping while balancing justice, security and the rights of victims.
